According to the economic survey 2008-09 presented by Finance Minister Pranab Mukherjee in the Parliament, reports that about 58 mn jobs are expected to be generated in Eleventh Five-Year Plan period (2007-12).
Against tradition, for the first time, non-agriculture sectors are expected to generate more employment. According to the report, the survey has identified the labor-intensive manufacturing and services sectors with good employment potential. Such sectors include food processing, gems and jewellery, handloom, tourism and construction.
Also, the Economic Survey suggests some changes in Indian tax policy like phasing out various surcharges, cesses and transaction taxes imposed by the government. It suggested phasing out taxes like the Commodity Transaction Tax, Securities Transaction Tax and Fringe Benefit tax, which the industry too has been demanding for quite some time.
The survey has also suggested rationalizing the dividend distribution tax to ensure single taxation of the returns on capital in the hands of the recipient.
